Personality:
To understand where Cas' personality is now, you have to understand where he came from. Because this version of Castiel is a truly broken man. One who has had the very foundations and core of his existence ripped out from under him and been thrust into a situation that is, for as far as he can tell, hopeless. Everything he fought for and threw his faith away for has come to naught. But more on this later.
When we first meet him, he has about the personality equivalent of a wall. He's an Angel of the Lord and he has not had a lot of interactions with humanity or life on Earth. His entire life he has followed orders, unwaveringly and without doubt. For longer than humans have existed. He's come down to Earth before, but he's never gotten to know humans and he really doesn't understand them. He appears cold, bordering on emotionless. It is through his interactions with Dean (and his brother, Sam) that Castiel starts to come to understand and even become more human in his emotions.
My superiors have decided I've become too close to my charges... that I am starting to show emotions, the doorways to doubt.
His fascination with the Winchester brothers, and especially Dean, has caused him a lot of trouble. From being demoted and punished in Heaven for his doubt in what they were doing to the Winchesters, to his full on rebellion from Heaven to protect them, Castiel is constantly putting his very existence and faith on the line to aid the Winchesters.
He has learned from Dean about why it is so important to save this world that he had only been seeing as one full of pain and grief and guilt. So he has given everything, including his faith, to the Winchester Brothers. Because the fact of the matter is, Castiel is loyal. He has always been loyal, and almost blindly so. He followed the orders of a father he never knew, even when the dangerous emotion of doubt began to take hold of him and sink into his skin. Long after his brothers and sisters had all turned on him, after he was cast out of heaven, killed, murdered his siblings and fought heaven and hell alongside the Winchesters, he still held onto his belief that God was out there, and would help them.
But the Winchesters didn't win. Castiel gave everything he could give to help give Same and Dean a chance, and in the end, Sam said yes to Lucifer. Dean lost a brother, his hope in any chance of getting Sam back, and much of what had once made him much more human.
Castiel lost much in the losing of the battle against the devil. His grace was stripped from him. He was cast out of heaven for good and made human. He lost his powers, his 'immortality', his faith, his family, and even then, he lost one more thing. He lost Dean Winchester.
The Hunter Castiel was left with, after Sam gave in to the devil, was a harder Dean. A man who had lost the last thing he really cared about on this planet. Still. Castiel stuck by him. Even when he disagreed. Even when Dean was willing to throw his life away for the chance to kill Lucifer, Castiel followed him willingly.
Because even after everything, even after breaking and losing all he had ever known, Castiel's loyalty to Dean remained. Castiel has nothing left but Dean Winchester, and the fight for the planet Earth. Gone is his faith, his adherence to God and His will, and in place of it is a strange new Castiel.
He has a strangely freed spirit. If the world has gone to hell, and God is doing nothing, why should he continue to live a pious life of faith? Instead he indulges in what pleasure he can find in life. Women, pleasure, alcohol and drugs have become a common distraction from the violent life they lead. He stays in Dean's group, a powerless 'angel', but a fighter with them and a constant for Dean, regardless of the change that has overcome his once-charge.
He has immersed himself in women and decadence and become more sarcastic, with the kind of sense of humor that comes from an inescapably dark situation.
Possessions: Shotgun and shells, a bottle of pain medication and a bottle of sleeping pills, a lighter, a small silver flask of absinthe and a small plastic bag of weed.

Cas has been around for a long time. A very long time. And in all that time he has picked up a thing or two. He has vast amounts of knowledge on Supernatural beings and rituals to deal with them, Human history, sigils, rituals, languages (including Enochian, the language of the angels) and more. He's also clever and quick to pick up on the tricks and traps of others around him.
Combat:
Castiel was able to take on at least three of his fellow angels in hand to hand armed combat and win on his skills with fighting and defending alone. He fights well with an angel sword, which would lead me to the assumption he'd be good with regulat blades, once he got a feel for him. He's been a hunter, fighting to stay alive since he lost his grace, so he's had to learn the ins and outs of gun weaponry and defense as well.
